The Qazat system of the Maharashtra is very old regularized and well settled system specially in Marathwada region since 200 years and during the period of H.E.H the Nizam there was an office under the name and title as “INAM COMMISSIONER” (Sadaratul Alia) and the said office used to control all the inams and grants including Qazat system and after some time the post was abolished and post of Nizam Atiyath was created to look after the Religious services also including Qazat system. After that in Marathwada area Atiyath Enquiries Act 1952 was enacted and all the grants conditional to performance of service including the Qazat system were brought under the definition of Atiyath Grant under the control of Umoor-e-Mazhabhi (Acceloristical Dept) who used to look after all the religious affairs of the Muslim community. After the formation of Maharashtra, The Govt. implemented the Kazi Act 1880 and The Kazis (Maharashtra Amendment) Act, 1978Maharashtra Act No. 21 of 1978 in Maharashtra area wherein the powers of appointments of Kazi were given to the Govt. for the local area on the basis of Munthaqab and Farmans. As per the Muslim Waqf Act. 1954 the Government constituted Waqf Board and entrusted the work relating to the supervision and General Administration of Qazat to the Muslim Waqf Board vide Govt.order No.WKF-4460/13508-W, dated : 04-03-1960 and क्रमांक वक्फ 2021/ प्र.क्र.114/का-4 dated : 24-02-2022 (Copies enclosed). Since then the Waqf Board has administered the Qazat system in the state with powers entrusted by the Government from time to time. The Waqf Board by virtue of the powers delegated by the Government is supplying the Marriage Booklets and Siyahnama to Kazis appointed by the Government and the same system is framed to all the Districts of Maharashtra. All the Consulates of Government of the other Countries and all the Hon’ble court are accepting the Certificates issued by the Maharashtra State Board of Waqf and if necessary, they are confirming the same from the Maharashtra State Board of Waqf ,Chh. Sambhajinagar. After the delegation of powers by the Government the Maharashtra State Waqf Board is supervising the Qazat system issuing of Siyajath and Marriage Booklets to the Kazis. | – | |
